What a joke: "the only fuel - saltwater". So what runs the device that generates the EM radiation? This is like people talking about hydrogen as an abundant fuel. Sure, all you have to do is electrolyse the water (or apparently blast it with EM radiation, if this "inventor" isn't a complete fraud). So is it possible that you'll get out more energy than you put in? No.

Remember the "Breatharians". Another version of the same story.
