My impression was that he ruled primarily by consensus. He wasn’t the type to lay it on the line for his beliefs.

The reasoning behind consensus thinking is to try and generate the best results. Evidence that it works was the longest peacetime, economic expansion in US history.

Republicans have tried desperately to darken the Clinton years because of a bj. In the end it will never work. History will view Clinton as a great president and Bush an incompetent one. If the GOP wants to survive, it needs to start incorporating within its MO the things it scoffs at the most.
