The system of eugenics in "Brave New World" directly controlled the genes of the babies that were produced in the birthing labs. It was a form of gene therapy.

That's a far cry from "good prenatal care available on an income basis." Come to think of it, class warfare in BNW was non-existent, since the genetic makeup of each citizen was already pre-determined by the society.
