They could have elaborated on "unrealistic." We could start the process today. Does "unrealistic" reflect their recognition of our government being run by incompetent idealogues?

It's a retreat from the hostile zones within Iraq, those being contested by insurgents and those under the control of Shiite militias, and not a full withdrawal. The administration has impllemented this tactic at times during the occupation by keeping most of the troops out of urban areas.
