Wayne, I think you miss the most important part of the UN's mission: sometimes a dog needs to bark. The UN is the bully pulpit of dog barking. Barking sometimes prevents biting and sometimes it prevents running in front of a car. Americans only want dogs to bark when they never dare to bark at us, which is crazy, as the world's greatest superpower and the owner of most of the dog biscuits. O.K., I tortured that analogy enough.
