You're thinking of Clovertown. Kentsfield comes in 130W Extreme Edition and 105W Core 2 Quad varieties. With G-step, the latter will supposedly go down to 95W.

I see no indication of a move to lower wattage quads on the desktop any time soon (at least not before Penryn), but I think the same goes for AMD, too. Phenom X4 is an 89W part, while Phenom FX is still "TBD".
