Personally i think we should eliminate the payroll taxes and raise the income tax enough to make that cut revenue neutral. And then make SS like any other social program: Government benefits for retirees (perhaps means tested), widows, orphans, the disabled...

Ultimately i think revenue should be raised in whatever way is the most efficient. This idea of tying one kind of revenue to a particular expenditure i think is stupid and inefficient.

We'll always argue about how much revenue to raise and what to spend it on, that's inevitable. But at least we should raise revenue the most economically efficient way possible.
