There isn't a "who" or "what" in the sense of it being a single entity. There are a number of forces which shape the universe. Many we don't even have an inkling of what they are. Some very well may be called "God".

Not from what I have read about it. In fact, it explicitly rejects the whole idea that such a role even exists. Hence the "secular" part.
