It's not that simple. I remember Irwin Jacobs envisioning an environment whereby the carriers would trade amongst themselves capacities in real-time or close to real time. Dynamic allocation of spectrum should lead to more efficient allocation and lower total costs.

It seems that Google google is lobbying that access to wireless capacity should be mandated. Just as local phone companies have to provide access to competing long-distance carriers. Not in itself a bad idea. The devil maybe in the details however: andrewseybold.com
