Consider Clinton. He had an AG that appointed several Special Counsels to investigate him, and felt she was completely independent. He had an FBI Director that seemed to hate his guts. His Sec. Def. was a Republican!

"Never" is a strong term. It was pretty common until about a century when the laws making it illegal to politicize hiring in the bureaucracy. Appointments are a different matter. But, even then, things like job experience and fitness for duty was a requirement.

The fact of the matter is it is illegal to hire based on party affiliation. Not that the Bush administration lets that stop them.
