The way I read this: the problem is due to the booming economy in Mainland. some foreign companies still like to base their headquarters in HK instead of Mainland, so their employees are the reason for demand is up.

If I am right, wait another couple of years when China has a bad recession (yes, it will), then this problem of lack of k-12 schools for English speaking pop. in HK will be solved<g>
