She believed in limited Constitutional Government, as defined by the Founding Fathers. That is not a "Libertarian" position, but rather a "Conservative" one.

Its both.

Its conservative because it maintains and/or goes back to our traditions and founding principles.

Its libertarian because it implies both smaller government.

Or in another sense its neither. Because you could support the idea without being either a libertarian or a conservative. Exactly what you mean by the idea, and exactly why you support it are important.
