Ask yourself, why doesn't the privatization crowd still promote Peru as the model? Because Peru has cratered, badly. Since that no longer supports their argument, they have fled for more benign climes. The Peru model has failed for all the reasons that you, I or John Fowler would have predicted. However, Shorty, Harris or Tench are still in denial...
