That is part of the "stripes on that tiger", that I addressed in an earlier post to Lane today. He believes that Congress does not have the power to delegate trade decisions to an international body, the "commerce power" being reserved to Congress in the Constitution. But that is a stilted and inaccurate view of Congress' commerce power, a general misunderstanding which is very often extended to views on other enumerated powers.
