I suspect he's more trying to make a point that proposing actual implementation. If faced with implementation, he'd probably be as horrified as you are. Unless he has no pragmatic flexibility at all, which remains to be seen. I think he is pro free trade in theory, but would sacrifice much trade in fact because he thinks the non-intervention and sovereignity protection issues are more important. I don't think he's stupid. He's smart enough to know the consequences of his positions.
