"to provide a safety net for borrowers who can’t repay their debts for reasons beyond their control. "

But that is the problem. So called "safety nets" go against everything America stands for. Except for the wealthy, everyone needs to live in fear of becoming destitute. That means they work hard and keep their mouths shut. Give people security and optimism and what happens? They start questioning the status quo, that's what happens. They start thinking that "all mean are created equal" is something other than hollow rhetoric. They start expecting the laws to apply to the ruling class as well.

And that just isn't what America is about any more. Those concepts are quaint and outdated.
