You are just trying to come up with a way to include the social security surplus as if it were general revenue.

It isn't.

I still think you are trying to pick and choose your debt to include and just pretend that whatever debt you don't choose doesn't exist.

You might as well say "I can't be out of money yet, I still have checks".
