This might help. The PKK was declared by Iraq and the US to be a terrorist organization that attacks Turkey, our ally in the WOT. But the PKK is harbored in northern Iraq. The US and Iraqi government even allowed the PKK to have offices in Baghdad until Turkey really got whiney about it.

Which then leads us to a direct answer to your question. "Yes"

I'm puzzled.

Some people are also puzzled as to what "winning" means in Iraq. "Winning" is establishing a stable majority Shia government in Iraq that is pro-Iranian. It's identical to what we're trying to achieve in Afghanistan. A Shia government that is pro-Iranian. The narco-state aspects of Afghanistan is just a side-line business. We weren't really trying to create the largest world producer of opium.

But. If Wal-Mart starts carrying opium/heroin, Afghanistan will be right there.
