A) Cuba can't drill in our territorial waters (or in our zone of economic control). Only in their OWN waters.

B) A bond for actual damages sounds good --- but how to you measure the 'damages' from people who MIGHT have had their vacations in Florida, but instead chose to go somewhere else?
