Can't see any legal reason Cuba would need to get 'permission' from Florida to drill in Cuban waters....

By the way... I thought that Cuba had mostly contracted with big European oil companies to explore their off-shore areas for hydrocarbons. Not China so much, (believe that may be Venezuela you are thinking of....)
