imo we have. i can't understand why Florida doesn't set up a bond that makes them all instant millionaires if an oil spill. surely xon and others can put up sufficient liability protection to cover any major spill. Since they have the newest technology and tells us no problems in drilling these days no reason for them post billion dollar bonds. if they refuse then i expect there is not enough incdentive to drill. Perhaps china or russia would drill and Florida at least could get income from drilling or income from a major spill.
