"Russia hanging onto the Japanese Sakhalin islands is an example of where he is wrong. Russia captured them in WW2, and kept them, and doesn't appear to have any revolution under its thumb on Sakhalin, probably because it's too freaking cold to go out and fight up there."

Those islands ownership had been disputed since the Russo-Japanese war at the turn of the century. From Russia's point of view, they were just taking back what was theirs anyway.
