Yes.

Ok, now this is pretty tricky, but try to follow along. The VA was pretty healthy after WWII, but started to decline in the late 1960s. That kept getting worse until the mid-90s or so when, after several scandals, good people were hired and more money was provided. By 2004, it was an excellent organization and considered to be a model of what can be done with money spent appropriately on technology. It had a low cost per patient and the overall satisfaction with the service was very high. However, between the political appointees and regular budget cuts, we now have wiped out a decade of progress.

I know, I know. There are some complex concepts there, but you should be able to understand...
