The VA was pretty healthy after WWII, but started to decline in the late 1960s. That kept getting worse until the mid-90s or so when, after several scandals, good people were hired and more money was provided. By 2004, it was an excellent organization and considered to be a model of what can be done with money spent appropriately on technology. It had a low cost per patient and the overall satisfaction with the service was very high. However, between the political appointees and regular budget cuts, we now have wiped out a decade of progress. I know, I know.
