'Declaring' a 'war', and actually WINNING a war are two very different things.

(And, not to be too 'picky', but I *am* a stickler for our Constitution, the most fundamental law that should govern our great nation... a 'war' was never officially declared. More like one of those 'spin' only PR exercises, like the 'war on drugs', or the 'war on poverty', etc., etc.)
