but personally I agree with him to the extent that I'd prefer free trade without the "management" Since the only free trade that will be accomplished is one that is necessarily "managed", ie States bind each other by treaty to refrain from interfering, it's a moot point. No State will long resist political pressure to interfere absent some other overpowering interest, such as an entrenched treaty obligation that a State has come to rely on for reciprocal benefits for its citizens/political contributors.
