Since the only free trade that will be accomplished is one that is necessarily "managed", ie States bind each other by treaty to refrain from interfering, it's a moot point. No State will long resist political pressure to interfere absent some other overpowering interest, such as an entrenched treaty obligation that a State has come to rely on for reciprocal benefits for its citizens/political contributors.
