she likely has some kind of emotional attachment to the guy (real or imagined) and doesn't care all that much about kids. she also may not have liked the 13 year old girl. maybe the judge knows another man important to her that messed around with kids. people do selfish, dumb, irrational stuff all the time. the people dead or assaulted at the hands of someone once deemed "low risk to offend" are legion. in these cases, it is about what you DID, at the very least. nobody should get a free child rape without reasonable prison time, imho. maybe if the girl looked 18 or more and admitted to lying to the guy, but that's about it.
