Jail is one thing, can he be sued in civil court by fans for utter stupidity?

Nope. And Georgia is "Dog Fighting Country." It might be difficult to assemble a jury that didn't include some pro-dog fight people. Top that off with the fact that the jury will be at least half black, and that Vick is who he is, and you are facing a very tough time convicting him. Especially when he can afford the best Lawyers in Georgia.
