"By eliminating the infrastructure there would be great stress applied to the civilian population." It is a given that war causes stress ... duh. "The result would be more deaths and disease. This was by design. No it wasn't. It was designed to take out the supply line for the military target. There was no design to cause harm to innocents ... none what so ever. It is regrettable that any innocents suffer or die but quite to the contrary of your claims, our government made tremendous efforts to make provisions for innocents during and following the war with Saddam. Innocents suffer and die as a result of every human endeavor, especially war, but that isn't the design of war nor was it a strategy of the USA as you have falsely declared. "Is this terror?" Your falsehoods don't qualify.
