"Taking out the water treatment, water, sewer and electricity was not done to harm military targets. It was done to cripple the city.

The truth of the matter, which you continue to avoid, is that the city was the battlefield and the infrastructure of the city was the supply line to the enemy. Taking it out was done to harm the military and not for other reasons despite your continued false claims that the actions of the American Military have been to terrorise the innocents in Iraq.

"By taking out those essential services, the US knowingly put at risk much of the innocent population."

So what? When innocent populations are present on a battlefield, they are at risk. That has nothing to do with terrorism.

"Are you giving the Islamists a pass when they struck the Pentagon?"

A pass? Hell no, it was an act of war.

"That was a military target...and after all they are at war.

Was that terror?"

I'm not sure it matters but it doesn't seem to qualify as a literal act of terrorism.
