Those are two distinct functions. For example, Google is excellent at learning, but not so hot on thinking, but it's not bad even at that [associative thinking]. An extreme example of an ethnic group which can't think much or learn a lot is chimpanzees. While they are deserving of respect as are other humanoids [the general class of such primates], they should not be put in charge of The Button or Central Government, nor of the R&D department in genetic engineering, or CDMA. I know it's unfashionably racist to claim that thinking and learning are determined by genetics, but they are. Racism has had a bad name because the negative aspects such as victimizing the unfortunates has been the approach of racists. But racists do very well in horse racing and dog breeding. Those who are not racist do not. The positive side of racism is selecting the hot-stuff DNA. In fact, women are racists, whether they admit it or not. They do NOT simply say "Yes" to any Y chromosome carrier who comes their way, so to speak. Women are notoriously choosy about who gets to provide the Y chromosomes for their offspring. That's why rape is common. Males gang up in hordes, then rampage across the plains killing off the opposing males, helping themselves to the women and anything they find. For winning males, it's a lot more successful than dragging their knuckles around a village hoping to entice an intoxicated young woman. Women have done a fairly good job over the millennia as evidenced by the brainpower now evident in lots of humans. With genetic selection and engineering being done on a more scientific basis, women will have turbo-charged abilities to make serious improvements in a short time. Hidden recessive genes will not be able to lurk and spring nasty surprises. On 1 August, I am due to spend a day with The Bioethics Council in Auckland discussing exactly that subject [vetting zygotes etc for genetic defects, or undesirable features, so they can be ditched].
