It CLEARLY was NOT a formal declaration of war. (We have NOT declared war since WW II.)

(And, the resolution was actually sold to the public and congress at the time as merely a tactic to bring pressure on Saddam to cooperate with the UN's and the IAEC's weapon's inspectors... as a way to 'force' him to play ball... a stick to motivate him, not as a formal start to hostilities. When Saddam actually let the inspectors [both sets] go about their tasks though, it didn't seem to matter much to Bush.... It was actually *Bush* who ordered the inspectors out of Iraq, not Saddam. It's possible that Bush was concerned that - because the inspectors were not finding any WMD - that if he let them continue he might lose the public's support for a war.)

I sincerely hope that is the LAST TIME that Congress wimps out and shirks it's Constitutional duty to declare war.

Re: There is a wartime "malaise" but it is not due to not having a formal declaration IMO.

Then you are disagreeing with Goldie and me on this point. (I don't think that either Goldie or I believe that this is the *sole* reason for the American opposition to the occupation of Iraq... but I believe that we both think it is at least a major contributor to the 'malaise', as you put it.)
