They just felt that their civil rights were abused by having some local flunky bureaucrats 'investigate' them, but the bureaucrats in DC didn't have their heads quite so deep up their asses and they over-ruled the local bureaucrats and so the residents of the public housing were NEVER actually charged with ANYTHING.)

It was the RESIDENTS who *sued the government*, and won, not the other way around.

(Well, I'm nearly always on the side of Free Speech, so I'm with the residents, not the flunky bureaucrats on this one... but this is HARDLY the biggest federal free speech case to come down the pike!)

And, by my reading of the item you posted, I can see NOWHERE where you can lay this silly bureaucratic over-reach at the foot of the 'Clinton administration' --- as you first tried to do --- because it seems that when this issue first got to the bureaucrats in Washington... they (rightly) REFUSED to prosecute ANYONE. :-)
