You'll note that it only applies to persons "have committed, or pose a significant risk of committing, an act or acts of violence that have the purpose or effect of... " the persons "blocked by this order" are people who "have committed, or pose a significant risk of committing, an act or acts of violence", or those who materially support those persons. Nobody else.
