Here's why:

The kinds of persons or entities whose property may be seized:

1. persons committing or posing risk of committing acts of violence against Iraq,

2. persons <implied knowingly or purposefully> assisting or providing material support for such acts of violence, or to persons whose assets have been blocked pursuant to the order,

3. persons or entities owned or controlled by and acting on behalf of persons whose assets have been blocked pursuant to the order,

4. persons assisting others in avoiding the order.

None of your examples fits the bill. The closest case is #2, but there's generally an implied intent that requires knowing or purposeful assistance there, and none of your examples, hopefully, were knowingly or purposefully assisting jihadis to commit an act of violence in Iraq.
