The full sentence you used was single payer has proved to do that in every test. The problem is that there hasn't been any tests, and probably can't be a realistic test that controls for all the other variables.

Also even ignoring the other variables in terms of costs, you have to consider the waiting lists, and the reduction in new drug development that price controls or lower prices for monopsony drug purchasers brings about. Countries with such controls can rely on American money to underwrite developing new drugs, but if we add them there isn't another America waiting in the wings to pay for all the drug development.
