If mere survival is your threshold, why not just ship the poor to Rwanda or some other cheap country along with entitlement to $100/mo for life? It will be a lot cheaper and likely they will have a "better" life there than here...relatively speaking of course. Alternatively, set up tents in a part of the country that doesn't get too cold and distribute IVs instead of food. I am sure they will survive that condition too. The human species is quite resilient...If not, how do you draw the line?
