You can't help someone that doesn't want to be helped, absent coercion. You can't make someone be responsible, and if you try to make up for it by just giving them money you can't make them more responsible with the benefits.

It's like people that win the lottery and two years later are broke. And it's like people that go to community college - open enrollment, inexpensive, financial aid out the wazzoo, night classes, on-location daycare facilities - and flunk or drop out because they don't put forth the effort. You have to accept that there's a bottom to the bell curve.
