the Ethanol blend is $0.10 cheaper than the non-ethanol. However, it's 85 octane vs. 87.

Are you sure it isn't the other way around? Ethanol has a much higher octane rating than regular gasoline and adding it to gas raises its octane level. However, as LB pointed out, ethanol has a lower energy content, by volume, than gasoline (about 25% lower), and flex fuel cars take a commensurate hit of 20 to 25% on their MPG when running E85 instead of gas.

Ethanol mandates and higher CAFE standards work against each other. Of course the pandering political idiots, meddling with energy policies, couldn't care less about the real world results of their dictates..
