The reason the 90/10 ethanol was first introduced wasn't to boost mileage but to have cleaner exhaust. How did it make exhaust cleaner? By making a more complete burn of the gasoline. Part of the exhaust is unburned gasoline. Adding ethanol burns 60% of the gasoline that wouldn't normally be burned. The alcohol isn't there so much as a fuel as it is to get more out of the fuel.
