Does the language of that statement really remove the uptick rule? If you really think so, I guess it does, because I know you are a very smart person. But I don't see anything there specifying that a short sale no longer has to take place at a higher price than the previous sale.

Well, I guess this does imply that all rules regarding price are removed: "The amendments are intended to provide a more consistent regulatory environment for short selling by removing restrictions on the execution prices of short sales."

Do they think that "bear raids" are no longer possible? Maybe not for IBM, but some stocks I own could be driven through the floor by a rapid succession of sell orders. I might be able to do it myself, in fact.
