If Bush had his way, he would be a dictator and have to listen to no one. Our founding fathers anticipated this and put the purse strings in Congress' hands exactly to act as a check to runaway Presidential powers, such as Bush's. Have you forgotten your classes on the constitution? Americans are woefully undereducated when it comes to our constitution. Ask the typical American what the constitution is and they'll tell you it's what they do daily in the mornings before work! Pitiful.
