See my response to Dan3. TSMC has no control over production of actual parts. All they intend to convey is that the process is ready for production, which means that vendors can tape out their designs. A tape out in September means samples only very late in the year. That's IFF AMD has a design ready. Historically, FPGA customers usually beat ATI and nVidia designs to the TSMC production tape out dates, and I imagine that AMD does not have the timeline in place to beat their ATI division to 45nm....
