I favour the highly structured scam theory. If a preponderance of geo-personnel are not in on it, and also have some back up from up above, then their forays into enhancement of assets may come up against naively questioning subalterns, who may, with ever-fulminating doubts, take it upstairs that something must be very wrong somewhere. You have to run a good tight ship in sour lollipop land.
