Actually, it would make it an equal standard, since AMD measures at 35C degrees as well. It also seems to be an inconsistency, since note #1 claims 50C degrees and applies to the entire column measuring Extended HALT power.

Actually, the plot thickens if you look at the notes on this document on page 19.

All M-0 and G-0 parts implement C2E, Extended Stop Grant state, in addition to C1E, Extended Halt state. As far as I can tell, the only thing that C2E does over C1E is stop the FSB clock. This will save a small amount of additional power.

If you look at the mobile datasheet, all Stop Grant and Auto Halt measurements are tested at 50C degrees.

Deep and deeper sleep TDPs are tested at 35C degrees, and full power TDP is tested at 100C degrees.

Note #4 in the desktop spec appears to be an aberration. Hopefully, it gets addressed in a future update of the spec. For now, I am happy to let independent testing speak for itself. Look to most of the E6x50 and E4000 reviews, and you will see them lower power than the older E6000 parts. It's not hard to find plenty of data backing this up.
