There is only one country that would attempt to call it self a Shi-ite country based on the demographics of people who live there. That country is Iran. If you want to criticise Iran feel free, but raising the doubt about Shi-ite countries as though there are multiple considerations is your primary mistake. I'm not knowledgeable on the justice system in Iran. But, if your mom only had one kid and that kid is a retard, we wouldn't assume your mom is incapable of delivering kids with normal IQs. If Iran/Persians is your only reference, that doesn't mean much. Iraq was diverse in population and had every likelyhood of becoming a modern democratic state before Saddam's regime.
