Huh? Too many were launched? how does that show that he didn't have chemical warheads, as opposed to being deterred by the likely response to a chemical attack?

It wasn't a really good test of whether he had nukes of not, but I decided that he probably didn't

As was later discovered, his nuke program was a lot further along in 1991 than anyone had suspected. A few more hassle-free years would have done the trick.

Then in the 1990s, he was hassled and inspected so much that I decided he really didn't have anything going.


Hassling stopped in 1998 if you'll recall. Didn't start again until an American army was sitting on Saddam's doorstep in 2002. So why conclude he had nothing going in the meantime?

How about Anthrax and botulinum toxin ? Do they count ? His stock piles of those were documented and have yet to be accounted for.
