That's an easy one. "They" aren't the "same" guys. Some of the people claiming to be Al Qaeda probably have never met anyone the US would consider to be "real" Al Qaeda. This is a lot like drug rings, except there isn't any real profit in it for the foot soldiers, so there are never going to be as many foot soldiers. Not all the drug rings are connected- and even when we sometimes think there might be a connection, it's hard to tell, since it is an illegal operation. People claim to be with groups they aren't actually with all the time, to puff themselves up.

The umbrella some use to call people Al Qaeda is a lot wider than the actual number who have any rational connection with the 9/11 folks.

actually they used box cutter to get control of the plane and had a pilot onboard who could fly but not land. All they had to do was aim. Back in the day hijackers wanted you to take them someplace. In this case they didnt. None of what they do is impressive for its technical skill. What is impressive is the audacity on their side and the fact that we were asleep then, but at least awake today.
