The 205 Billion is a net cash number, to the best of my limited knowledge. Counts all money coming in, including Social Security, and all money going out, including interest on debt.

Add the 205 Billion to all the debt that needs to rolled over, and that will be the total debt that needs to be sold each year.

The number does not include possible future expenditure, like Medicare for 2015, or future income, like royalty payments for offshore oil, or future tax income.

I believe those total debt numbers include the special bonds that go into the "Social Security Lockbox". Since the Federal courts have ruled that Social Security is NOT a debt by the US Government, it can be arbitrarily cut at any time.
