I think the EU's recent hurt with Airbus versus Boeing might just make them become more aggressive in their dealings with US companies, at least those that don't play by the rules.
Certainly if MSFT is anything to go by, INTC might just beat that record, especially as the EU has AMD in their fold and doesn't want to lose their Silicon Saxony any time soon.
Also, the EU is feeling rather bold at the moment.
The US$ is becoming a rather distrusted dog at the moment.
( only real alternative is the Euro )
The EU Eco-Zone is now bigger than the US's.
The EU population is between 300-400 mio. people.
The EU is doing big business with China and there will certainly be competition between the US and the EU for that market.
Barclays/China being one example of China looking the the Eurozone rather than the US for expansion.

So yes, as much as your scenario sounds like a dream, it could be closer to the truth than most today would be prepared to admit.

1) Intel has no fabs in the EU. The one in Ireland isn't part of the EU.

Ireland was part of the EU last year when I visited and the
currency was the Euro.

What are you talking about?
