Maybe, maybe not... but, IMO it would be more important to know we have an actual STRATEGY with the best chance for cost/effective success....

(Yeah... like the fact that it would actually WORK. :-)

And, that it (the civil war) is gonna happen, regardless. (So best to get in sync with the inevitable developments and quit wasting $10 Billion a month there. We've still got fish to fry in Afghanistan/Pakistan, and a Kurdistan to help protect from Turkey and other 'allies' like the Saudis.) The only way Iraq is *not* gonna work out to the benefit of our national long-term strategic interests is if we continue to do what we are doing now: shooting ourselves in the foot, and snatching defeat from the mouth of victory.
